In a letter addressed to Acting State Comptroller Kevin Walsh, Pennacchio raised concerns over the process that led to the awarding of the nearly $2 billion contract.
Pennacchio's letter highlighted alleged private meetings between NJTA and TransCore, noting that "TransCore’s winning proposal was $250 million higher than any other bidder." He questioned why similar negotiations were not extended to other potential bidders such as Conduent.
