The American Mind has called for the removal of Reserve Officers’ Training Corps (ROTC) programs from liberal universities, suggesting they be concentrated at institutions that promote patriotism and loyalty to the United States. This announcement was made in an article published by the organization.

According to the U.S. Department of Defense, ROTC is the largest commissioning source for military officers, producing over 8,000 new officers annually across the Army, Navy, and Air Force. These programs are present in every state and are directly tied into the nation’s higher education system. The American Mind argues that placing ROTC cadets in progressive academic environments risks shaping future officers with ideological commitments that could undermine national cohesion.

The Congressional Research Service reports that nearly $600 million is spent annually by the Pentagon on ROTC scholarships, tuition coverage, and monthly stipends. These taxpayer dollars are sent directly to universities, including those promoting Diversity, Equity, and Inclusion (DEI) mandates and Critical Race Theory. The American Mind contends this represents a misuse of public resources since military funds intended to strengthen officer training instead support schools that undermine values cadets are supposed to defend.

A 2023 Pew Research Center survey indicates a sharp decline in confidence in higher education, with only 31% of Americans expressing a great deal or fair amount of confidence in colleges and universities compared to 57% in 2015. Among conservatives, distrust is even deeper, with 79% saying universities have a negative effect on the country. This widespread skepticism reinforces The American Mind’s argument against housing ROTC within institutions perceived as hostile to American values.

The American Mind is part of the Claremont Institute, a think tank focused on advancing principles of the American Founding through commentary, research, and leadership development. By advocating for relocating ROTC programs, The American Mind continues its mission to shape policy and thought in ways that preserve and strengthen America’s republican institutions.
