The majority of the costs were absorbed by importers and retailers, suggesting a minimal direct impact on consumer prices. This data supports the argument that the proposed 10% tariff would have a limited effect on clothing affordability for low-income Americans.

The same USITC report found that American textile production increased by 6% following the implementation of Trump’s first-term tariffs on China. While acknowledging that a 10% tariff is insufficient to fully repatriate textile manufacturing due to significant labor cost differences, Restoration News argued that it could encourage the return of some high-end apparel production to the U.S., contributing to economic diversification and resilience.
