Philadelphia man charged with transporting minor for sex crimes

A Philadelphia man was arrested and charged with several child exploitation offenses, according to an announcement from Acting U.S. Attorney Alina Habba.

Bobbyjean Orak, 30, of Philadelphia, faces a five-count indictment. The charges include transportation with intent to engage in criminal sexual activity, interstate travel with intent to engage in a sexual act with a minor, enticement of a minor, production of child pornography, and possession of child pornography. Orak appeared before U.S. Magistrate Judge Matthew J. Skahill in Camden federal court for arraignment.

Court documents state that beginning around October 2022, Orak used interstate communication tools to entice a minor identified as Victim-1 into sexual activity and the production of child sexual abuse material (CSAM). On July 13, 2024, he allegedly transported Victim-1 from Pennsylvania to New Jersey for the purpose of engaging in sexual activity. Authorities recovered the minor in Atlantic County in August 2024. Subsequent investigation into Orak’s cellphone and online accounts reportedly uncovered significant amounts of CSAM involving Victim-1 and others.

If convicted on all counts, Orak faces mandatory minimum sentences ranging from ten to fifteen years on certain charges and maximum penalties including life imprisonment on some counts. Each offense also carries potential fines up to $250,000 along with possible restitution.

“There is no higher responsibility than safeguarding the welfare of our children. According to the allegations in the Indictment, the defendant methodically groomed his victim for years, then transported the minor across state lines to sexually exploit the minor. We will continue to prioritize these cases, pursue aggressive prosecutions, and hold predators to account. I commend the Federal Bureau of Investigation and our law enforcement partners for their tireless work on this investigation,” said Acting U.S. Attorney Alina Habba.

The investigation was conducted by members of the Federal Bureau of Investigation under Special Agent in Charge Stefanie Roddy’s direction and included assistance from police departments in Philadelphia; Galloway Township; Evesham; Delran; Waterford Township; and Winslow Township.

Assistant U.S. Attorney Matt Belgiovine is prosecuting the case.

This prosecution is part of Project Safe Childhood—an initiative launched by the Department of Justice in May 2006 aimed at combating child sexual exploitation through coordination among federal, state, and local agencies. Authorities remind that charges are accusations only and that defendants are presumed innocent unless proven guilty.
