The caucus contends that current state policies—implemented under Governor Phil Murphy’s clean energy agenda—have placed unnecessary financial burdens on working families. Pennacchio emphasized that the GOP’s plan would “lower costs and put New Jerseyans before bureaucracy.”
As reported by NJ.com, residents of New Jersey incur some of the highest utility costs in the Mid-Atlantic region, with average monthly electric bills around $167 and gas bills averaging $130 as of 2025. Republican lawmakers attribute rising energy costs to additional state-imposed surcharges and regulatory fees associated with renewable energy mandates. The GOP plan suggests freezing or rolling back several of these surcharges and redirecting funds toward direct ratepayer relief.
According to Politico New Jersey, Pennacchio and fellow Republicans have criticized the Murphy administration’s clean energy roadmap—known as the Energy Master Plan—for prioritizing rapid green infrastructure transitions over cost-of-living concerns. Their proposed alternative emphasizes affordability and reliability while maintaining a diverse energy mix that includes nuclear and natural gas alongside measured renewable growth. Pennacchio said that the GOP’s “Families First” approach is designed to make energy policy “work for ratepayers, not against them.”
