New Jersey DOT proposes new rule for unpaid toll enforcement

The New Jersey Department of Transportation has announced a new rule aimed at addressing toll violations for unpaid electronic tolls, fees, and penalties. The rule, published in the June 16, 2025 issue of the New Jersey Register, establishes standards and procedures for administering and enforcing this program.

A key component of the rule is a 180-day Amnesty Program set to begin before the permanent enforcement program starts. This enforcement will include suspending motor vehicle registrations for unpaid tolls owed to designated New Jersey, interstate, and out-of-state tolling entities.

Public comments on the proposed rule can be submitted until August 15, 2025. Comments can be sent via the Department’s website comment form or by mail or email to Natalie Mintchwarner, Administrative Practice Officer at NJDOT.

All comments submitted will be public records available for inspection during normal business hours by appointment.
