On a recent episode of Ask Governor Murphy on News12 New Jersey, Governor Phil Murphy responded to questions about Republican-sponsored legislation aimed at reducing energy costs for residents. The proposed bill, S-4398, was introduced by Senators Latham Tiver and Joe Pennacchio. It sought to suspend the sales and use tax, as well as the Societal Benefits Charge (SBC) on electric bills during the summer months when energy expenses are typically higher.
Senator Tiver described the SBC as “a slush fund for the state,” stating that the bill “would provide some meaningful reprieve to ratepayers who’ve been unfairly taxed for programs that do not directly benefit them.”
Governor Murphy declined to support this measure, emphasizing that maintaining taxes is necessary to fund operations at the Board of Public Utilities rather than prioritizing cost reductions for families in New Jersey.
In addition to S-4398, several other proposals from Senate Republicans have not advanced. These include:
Senators Anthony M. Bucco and Latham Tiver’s “Energy Security and Affordability Act,” which aims to protect consumers from high energy bills while ensuring a balanced approach to New Jersey’s energy future.
A call from Senator Carmen Amato for returning surplus revenue from energy sales taxes back to ratepayers.
Additional bills by Senator Tiver (S-4610 and S-4611) seeking to prevent state agencies from enacting regulations that would ban gas or diesel-powered vehicles and appliances.
Legislation from Senator Michael Testa proposing the abolition of the Board of Public Utilities due to concerns about its effectiveness in protecting consumers.
