U.S. Immigration and Customs Enforcement (ICE) in Newark announced in a press bulletin that officers arrested a 52-year-old convicted drug trafficker from Uruguay as part of its “Worst of the Worst” enforcement initiative.
According to ICE, Newark officers apprehended Pablo Marcelo Vidarte-Hernandez, a Uruguayan national, following his release from federal custody for narcotics trafficking. Vidarte-Hernandez was convicted of conspiracy to distribute and possess with intent to distribute heroin and sentenced to six years and nine months in prison. He was taken into immigration custody for removal proceedings under ICE’s “Worst of the Worst” program, which targets noncitizens convicted of serious offenses including drug trafficking, violent crime, and sexual assault. The agency emphasized that such offenders pose continued risks to community safety if not deported following their prison terms.
ICE Enforcement and Removal Operations reported more than 4,200 arrests of noncitizens with narcotics trafficking convictions in fiscal year 2024. Of those, nearly 1,700 were connected to heroin or opioid-related offenses. The initiative reflects a broader federal strategy to prevent repeat distribution networks and cross-border drug activity.
According to the U.S. Sentencing Commission’s 2023 report, the average federal prison sentence for heroin trafficking offenses was 70 months, with more than 80% of offenders receiving prison time. Federal agencies have identified heroin distribution as a persistent driver of overdose deaths, which exceeded 11,000 nationwide in 2023.
U.S. Immigration and Customs Enforcement (ICE), established in 2003 and headquartered in Washington, D.C., operates under the Department of Homeland Security. The agency enforces immigration law, disrupts transnational criminal organizations, and removes individuals posing threats to public safety. The Newark Field Office oversees enforcement across New Jersey and parts of Pennsylvania, coordinating with federal and state agencies on initiatives such as “Operation Cross Check” and “Worst of the Worst.”
