Fourth ICE detainee who escaped Newark facility arrested after capture in Los Angeles

The last of four men charged with escaping from an Immigration and Customs Enforcement (ICE) detention facility in Newark has been arrested and appeared in federal court, according to Acting U.S. Attorney Alina Habba.

Andres Felipe Pineda Mogollon, 25, of Colombia, was charged by complaint on June 13, 2025, with escape from the custody of an institution or officer. Three other individuals—Franklin Norberto Bautista Reyes, 20, of Honduras; Joan Sebastian Castaneda Lozada, 18, of Colombia; and Joel Enrrique Sandoval-Lopez, 22, of Honduras—were each charged separately with the same offense related to the same incident.

Court documents state that all four were being held at Delaney Hall in Newark while awaiting immigration removal proceedings. On or about June 12, 2025, they escaped by breaking through a second-story aluminum wall. They dropped mattresses through the opening to cushion their jump and used bed sheets to cover barbed wire as they climbed over a fence.

Castaneda Lozada, Sandoval-Lopez, and Bautista Reyes were apprehended in New Jersey between June 15 and June 16. Pineda Mogollon was captured on July 17 in Los Angeles and made his initial court appearance on August 18 before United States Magistrate Judge Michael A. Hammer.

Each defendant faces up to one year in prison and a $100,000 fine if convicted.

Acting U.S. Attorney Habba credited several agencies for their work on the case: “special agents of the Federal Bureau of Investigation, under the direction of Special Agent in Charge Stefanie Roddy in the Newark Field Office and Assistant Director in Charge Akil Davis in the Los Angeles Field Office; officers of the United States Immigration and Customs Enforcement, under the direction of Acting Director Todd M. Lyons; and officers of Homeland Security Investigations, under the direction of Special Agent in Charge Ricky Patel.”

Assistant U.S. Attorney Michael A. Hardin is representing the government as part of the Public Protection Task Force based in Newark.

Authorities noted that “the charges and allegations contained in the complaint are merely accusations, and the defendant is presumed innocent unless and until proven guilty.”

Defense counsel for Pineda Mogollon is Stephen Turano.
